French government strategy in sexual health

Dr Thierry Troussier

The simultaneous consideration of health and sexuality in the field of the social sphere begins in the 60s with the women's movement, family planning, the access to contraception in 1967, the law on the abortion in 1975. "Sexual information" appeared in secondary schools in the programs of biology further in the circular of 1973. In this context the new epidemic of the HIV appeared at the beginning of the 80s; young people constituted a privileged target.

Since, the modalities of intervention with young people evolved significantly from sexual information to a wider educational approach involving sexual health. The development of sexual education, engaged within the framework of an interministerial partnership of fight against AIDS, allowed an educational approach which considers significantly the imperatives of public health (prevention of AIDS and sexually transmitted diseases, unwanted pregnancies, sexual violence, addiction and collective ethics based on the notions of respect for the intimacy and autonomy.

“chargé de mission” at the Health Directorate General of the French Ministry of Health, to coordinate the fight against the HIV and STIs prevention strategy for Metropolitan France and the five Overseas French departments and Head of the National Programme for the prevention of HIV/STIs in France.

Main responsibilities:

To provide technical oversight and support for the prevention of sexually transmitted infections (including work on sexuality education, harmful practices, counselling) for the different target population (men have sex with men / MSM, bisexual, transgender people, sexual multi partner, young people).
To promote the integration of combined prevention and the sexual health in the fight against sexually transmitted infections.
To coordinate the multidisciplinary working group specialized on the prevention and counselling about HIV, STIs and sexual risks.
To work on sexual health for HIV positive people and on sexual health for MSM.
To implement new research projects aiming to develop and increase uptake of new technologies in the field of STI and HIV control through combination prevention and new technology development, particularly diagnostic tests, m-health tools and sexual communication, to provide sexual health related services

The UNESCO chair aims to provide training to stakeholders in the domain of health and education and provide support for advocacy and innovative projects carried out by NGOs. The Chair consists of an international network of partners, which contribute to human development in the domain of sexuality and human rights thanks to its activities in university education and networking within the university sphere, in the training of professionals conducted in international partnership, in research and intervention through support for innovative activities in sexual health in the field in the development of international consensus recommendations: “Think Tank”. The educational activities carried out by the Chair form part of a larger political vision, in the fight for equality between women and men, against gender based violence, against HIV and sexually transmitted infections, for the education of children and young people, and in support of sustainable development for the benefit of individuals, couples and their families.
